Yes, it does, as do many other crimes. It takes an organization like the catholic church, though, to systematically protect the offenders, silence the victims and thus encourage further abuse.
Here’s an article about the document that does exactly that. Signed by Pope John XXIII in 1962.
This is criminal, and has nothing to do with faith or religion.
If anyone thinks that this is something that happened in the dark past of the sixties: Ratzinger, the current Pope Benedict, made clear that this document is still in effect. In 2001.
Looking at this, I have no idea how anyone can be catholic in this day and age.

I thought about sending this to you, after I read it on Fefe. I’m happy you posted this here, I am preparing an article about this topic also. I find the document disgusting, outraging.
I consider myself a realist, and organizations covering up their crimes is nothing new.
But children? The catholic church? Behind a curtain of charity and education?
The more I think about it, the angrier I get. I can’t help but hold every catholic responsible who stays in that organization any longer.
If the leaders of an organization you are a part of commit to and enable sexual abuse, it’s time to quit and speak up against it.
